Where to go?!?! HELPP!

Hi. I'm 16, and this summer I’m pretty sure I’m doing a 6-week summer exchange program. I know I want to go to North America, but I’m not sure what country to go to. I have to have 3 choices, and these are the countries I have to choose from...

Canada
Mexico
Costa Rica

I know my 1st choice is going to be Canada, and I'm not sure about the 2nd or 3rd choice
I was thinking maybe Mexico as a 2nd choice, then Costa Rica or Cuba as 3rd

Can someone who has traveled to these countries give me some advice?
I'm a 16-year-old girl, and I speak a little French (very little)
I want somewhere that I would have fun, and would give me a good experience

Do you speak Spanish? That would be helpful in Mexico, Costa Rica and Cuba. Canada is really, REALLY huge. Do you have an idea where in Canada you want to go?

As mentioned above, it would be helpful to let us know where you're coming from and what you're planning on doing.
1. Canada - I'm biased, it's the best place to go IMO. Just don't come to Toronto at the end of June as the G-20 conference will be on and mobility will be severely restricted.
2. Mexico - Nice if you go to a resort town along the shore, however if you go to places like Mexico City, it's very urban, dirty and, from what I hear, not an enjoyable experience.
3. Costa Rica - My brother honeymooned there, enjoyed it, but it's a very poor country. If you go, bring along soccer balls or other sports equipment to leave behind for the children. Also bring along decent food/toiletries to leave behind.
4. Cuba - FIL loved going to the resorts there, but again, very poor.

For Mexico, Costa Rica and Cuba, I'd recommend to drink bottled water only. You don't want any 'Montezuma's Revenge' to interrupt your stay. (Cause you'll 'stay' in the bathroom a lot)
