Where to get a GA Card in Epcot

Can you get a GAC in Epcot coming in the boat from the Boardwalk or can you get one only at the main gate?

This was recently discussed and posters agreed that there is one guest service window open at that entrance where you can get a GAC. If you cannot find the window then ask any CM you see and they will help you find it.
