that's just it, i can't make out enough to have any idea what it is. that's why i was going for location. is it picture frame?

Does not move around; is part of a building; focus on the middle of the left side of the picture; not a picture frame but is "framed" for all to see AND (clues) items of this type are also displayed in other parks but this one is probably NOT something you or I would be able to display in our homes.
