When do discounts become available?

We are planning to stay a week at Disney over the summer. We would like to stay in 2 Cabins at Fort Wilderness. We have 3 older boys (21, 19, 17) and 2 younger boys (9, 6) so the two cabins is a must. The cast member when I booked said I could get a discount either using our annual passes or Florida resident when they become available. This would be a HUGE savings for us. When do the discounts normally become available? Is it something that is announced ahead of time or do I need to call daily?
