DH and I were there for our first trip together in 1992. The week we stayed there it was the end of Sept beg of Oct and they had a soft opening of SpM.
According to pg. 93 of "The Disney Mountains: Imagineering at Its Peak", WDW did indeed open Splash Mountain on July 17, 1992 (exactly 3 years after the Disneyland version opened), but the grand gala opening & dedication happened in October.

I seem to remember seeing on some disney history program,
the name SPLASH Mt. was given to ride by Eisner to have a connection with the Touchtone's release of Tom Hank's movie Splash.
Yup, October 1992....the longest we have EVER waited in line for a ride! I think we waited an hour or more. We never wait that long, but....... it was THE ride to go on!
Funny enough, my mom found a brochure from when we went in 1993 that touted Splash as the newest thrill at WDW. Fun to look through that!! Not so fun to see the $185 a night Poly rates and compare them to this year's reservation.
