Yes Photo Pass Photographers are throughout TL & BB. I don't recall seeing many characters though.

Blizzard Beach is a little too cartoonish for me and I enjoy the Island feel of Typhoon Lagoon. It also seems shadier though that could just be an aesthetic effect.
