What's an elf?

I'm new here, joining a few exchanges. I've been asked "yes or no" to an elf question, but not sure what that is.

An elf is a very nice, generous person that will send out an extra package in the event that someone doesn't mail. (We occasionally have someone that does not follow through ).
They aren't needed very often, but it is always nice for the hosts to know who they can go ask for a little help.

Sometimes a package will not show up. Sometimes, someone will over commit and not be able to send out a package... and thats where an elf will come in. They'll send out a package in the other person's place. The elf does not receive a package in return.
