what time do the buses at OKW start running in the morning

Busses at all WDW resorts start running at least an hour before park opening (often earlier) to an hour after park closing, (often later). DTD busses usually run until 2am.

Does this include EMH..for example if MK is open early that morning will those busses run one hour earlier as well

They should run early enough to arrive at the parks prior to EMH starting.

I got a bus from OKW to AK almost 2 hours before opening on a day that wasn't EMH. But there was bus service meant for the people who had ADRs for the character breakfast. I had the Backstage Safari tour scheduled, and was very relieved to be able to get a bus there for my tour. Since I was the last bus stop at OKW, the bus made no other stops, and I arrived at AK 1 1/2 hours before opening.

When we were there in Sept. I believe they started running at 6:45. We had a few early ADR's and had no problems getting to any of them.
