what time can you get off ship in St. Thomas

I have not been on a cruise since immigration process started. What time have people been able to get off the ship in St. thomas? I'd like to do a boat rental and want to get an idea of how early we can get started.

Our immigration process started at 6:30am ~
we then went to breakfast and were off by 8:15 - 8:30am.
