It takes time but I actually wrap each gift/ toy or food to get the most out of each new item.

I've wrapped things, too. The kids love it! It definitely adds to the excitement and helps the time pass.

If you are going to wrap surprises for your child, don't do it until AFTER you go through airport security. They will open wrapped objects if they look fuzzy on the scanners.

At that age, one of the best things we used to take were decks of picture cards, just drawings of objects with the name written below. DS used to love just flipping through them and sometimes trying to match pairs of pictures.

Don't bring things that have pieces if losing any of the pieces is a big deal. Aircraft seats and the little crevices in the bulkhead walls can swallow small parts.

Pipe cleaners!! They can make animals, letters, wind it around a crayon to make a squiggly, etc.

All the above suggestions are great and we have done most of them . We fly with our 2 kids (3 & 18months) alot the 18 month old has enough onepass miles for a free ticket already. A portable DVD player is our trump card we can usually get away without it on short trips but flights over 3 hrs usually require breaking it out. My kids really only see 1 hr or so of tv per day so watching a disney movie is a great treat and even the little one will sit and watch nemo or toy story 2 for hour or two and loves his wiggle dvd's. Make sure you put them in a car seat as well putting them on your lap for 2-3 hours is uncomfortable for both of you.
