It is for those who have annual passes. In order to get the "best rate" you have to book more than 120 days in advance, book online, with a non-refundable deposit due at booking and must have an activated Annual pass or an annual pass voucher.

Not that I am aware of. Personally I have yet to see any rates lower than AP/FL resident rates.
