What is the anticipated release date for the next discount?

Don't know if anyone has posted this yet, or not...but...one of the Dis posters, who is usually right because he has inside info, says no new discounts will be announced till April.

I read his post on april also and in the past it has come out in April before

It's a similar pattern to prior years. The summer promo for room discounts comes out the beginning of April. Free dining is usually announced around the end of April. The fall dates (free dining) usually begin as soon as the summer dates end, sometimes being as close as the day after.
