Maybe. Not too many years ago Disney would cancel double bookings when they noticed them. One poster had one resort booked as a package, and another room only, and ended up with the dining package room cancelled. They found out when they tried to use the credits. Disney thought they had abandoned their room, and even had had their stuff packed up and the room re-sold to another family.
You can spend your money however you like at WDW as long as Disney is fine with it too. And they hold all the power when it comes to room reservations.
Well they don't cancel them now. We book this way often, and we always book the second room-only reservation over the phone. It isn't against any policy to have two rooms reserved - I paid for them and I am not a no-show. I've combed through the policies, and there is none against multiple room reservations. So if I am willing to spend several thousand dollars more for a convenience, that is my choice.
