Canadian winners are required to answer a skill-testing question to qualify.

...In addtion, in order for a resident of Canada to be declared a winner, he/she must first correctly answer, without assistance of any kind in ascertaining the correct answer, whether mechanical or otherwise, a time-limited mathematical skill-testing question to be administered in person or by mail or telephone, at Sponsor's option.

Because we have laws about things being given away. You have to be registered in a certain way as the government is the only one who can run lotteries. On the plus side we don't get taxed on any winnings so what we win is ours!
