This is what I'm hearing too. If he wanted to be engaged (and married), he'd ask you the question.

I think you're enabling him to remain in this limbo-state by accepting his "reasons" for not setting a date. If you two want to be married, do it. If you have $20 for the license, you're fine. Don't let other things stand in the way.
