What BLT history can teach us about Hawaii

Does anyone remember when DVC started selling BLT before it opened?

The reason I ask is one of the highlights to buying DVC for us was the eventual opening of the resort in Hawaii. I know the opening is scheduled as Fall 2011, but DVC hasn't started selling it yet.

BLT sales began in Sept 2008, the resort opened in Aug 2009.

State law may also be in play. Different states have different timeshare requirements as to how far along in construction the unit may need to be before sales can start.
