I found an offer to purchase a large quantity of pins. Included in the set are pro pins. What are they and can they be traded as any other Disney pins?

i don't buy propins, nor would i accept one as a trade in the parks. i'm not sure of the history of them, but i know i don't like the way they look.

ProPins are made in Germany under license from Disney. I don't know if they are still allowed to make them, but quailty control tends to be very poor. I don't know of any trader who will trade for them, but CMs must accept them as lanyard trades.

Similarly there are Sedesma pins made in Spain. Propins, as stated above, seem to have very poor quality control; Sedesma's seems to be even worse.
