Do I need to pay for a drink for my 2 yr old OOP or do they give them their drinks for free?

They would be OOP. Technically.

Only one time in about eight "regular" (non-buffet/non-dinner show) TS meals in our 2009 trip were we charged for milk for our then-2yo twins.

Of course, we were also ordering a kid's meal for our then 3yo eldest boy, so that may have had something to do with it.

As Faldred says, technically they are OOP except at buffets/dinner shows/family style meals.

In two trips and about 30 ADRs with an under-3 on the dining plan we were charged for her drink only once. It seems to be unwritten policy at Disney-owned venues not to charge, but at non-Disney-owned locations it seems to be up to the restaurant and to a lesser extent the server.

In 2010 we were never charged for drinks for the kids.

However, this year we were charged everywhere except buffets for our 2 year old in July.

That's interesting... I wonder if it is a policy change or just bad luck? In March Raglan Road (non-Disney owned) was the only place that charged us, and since that was our last trip with a child under 3 we won't be seeing first hand how it works any more.

We didn't pay for any of his drinks this trip and Le Cellier even gave him the Build your own Sundae for free as well, they would have given him his own meal too but I knew they wouldn't eat the one between the two of them. Just ask your server, but we found they all said it was no charge. We ate at Chef Mickey's, WCC, Ohanna, Boma, Le Cellier, Cape May, and Crystal Palace.
