She is actually in a good position to buy used. I would have her check out e-bay.
About 1 1/2 years ago a lot of the stores really downsized the selection of dies for the cuttlebug and the sizzix (whose dies will also work in the cuttlebug) due to the popularity of the electronic cutting machines. I picked up tons of dies on clearance. The machines are being promoted now more for their embossing skills.
That said, I think they made a mistake and I'm starting to see more dies out again. While I use my electronic cutter more for unique items and swap items, my cuttlebug is an easy workhorse while I am scrapbooking.
I picked up many a die at www.sizzix.com They have a fabulous clearance/outlet section! That has been my best luck at getting alphabets. Most of my other stuff I get with my 40%/50% off coupon at Joanns or Michaels. I have also had great luck at Scrapbook store garage sales. Out of all the used ones I have bought I have never had a problem with cutting. etc.
