The porch seating at Tony's is excellent during the parade! I would say there are 10 tables or so out there and the view of the parade is great. Wait staff from Tony's keep an eye out for anyone trying to stand up on the front edge of the porch or sit on the rail and keep it from happening so your view is never obstructed. Also, being a little bit higher up than those viewing the parade from the sidewalk gives you a great view over them.
As far as what time to book, for a 3 oclock parade I think we booked around 1:45, just to make sure there was time to wait for a porch table to open up if we had too. You may even want to arrive a little early to check in and tell them that you'll be glad to wait for a porch table. If you get seated right away, just take your time with the meal, wait a while then order dessert and either during dessert or right after the parade will be heading your way. We have done this 3 or 4 times and have never had a problem getting a porch table and catching the parade.
