The inventory of rooms available for cash is separate from the inventory available to members who pay for their stay with points.
Cash rooms for the
DVC resorts can come from one of the following places:
1. Developer inventory. These rooms have not been "declared into the condominium". That means the points associated with them have not yet been sold, and so the room nights for those points belong to the developer. These rooms are often rented out to the general public for cash until such time as the points are sold to members.
2. Disney-owned rooms. Disney retains a small percentage of each resort (estimated to be about 4%). If these rooms are not needed for administrative reasons (rehab, overbooking), they can be rented to the public for cash. Again, the rooms represented by this percentage do not belong to the members.
3. Member Trades. The largest number of rooms aailable for cash come from members who use their points for something other than a DVC resort stay. For example, those who use points to take a cruise or stay at the Poly. DVC converts the points into the equivalent number of DVC resort nights and sends them to CRO to rent to the general public. The cash generated (after CRO takes its "commission" ) is used to pay for the member's choice - like the Cruise Line. So actually, these rooms have already been used by the member - think of them as a trade.
So that is why CRO/DisneyWorld.com might have rooms and MS doesn't. It can (and often does) go the other way, too.
