If your stepdad is retired Army, he will qualify.
I don't know exactly what the room discounts are - they don't publish them and you can't book them online - you have to call to get the quote. I do know they are always better than Florida Resident and Passholder room discounts which are sometimes as high as 30-35%. I know one time we were booked at Pop with a Florida Resident discount (maybe Passholder), when my parents decided to come with us we switched to the military discount and were able to stay at POR for a few dollars less than what we had booked at Pop.

Even though is says it expires this September, they will release a new one once it expires. If you are like me, and just want to know for comparison, I'd call and get a quote using the military discount for your upcoming trip. That way you can get an idea of what the savings could be.
