- Many states have laws that prohibit such discounting of gas (New Jersey immediately comes to mind).
Minnesota also has a law that puts a minimum on the price of gas. Its some sort of cost+ model that forces stations to sell for a small profit over the wholesale price. The reason is that big companies come in, sell gas at a loss in a region, put the Mom & Pop stations out of business, then jack up the prices further. Or gas becomes their loss leader - which also puts people in the business of selling gas out of business.
