Walking to/from Disney Springs...?

We will be staying at one of the Disney Springs area hotels for a conference next month. I know that Disney offers buses between the Disney-area resorts and Disney Springs. But I read that you can also walk to Saratoga Springs. Is this still true, in light of all the recent construction around Disney Springs? Is it safe at night? Like, well-lit and away from traffic? Is it easy to find the path?

There is one night when we will not be getting out of Magic Kingdom until after the buses have stopped running to Disney Springs, so I'm trying to plan for how to get back to our hotel from the park. I know we can always arrange for an Uber but I was thinking if we could take a bus from MK to Saratoga and then walk from Saratoga to Disney Springs, that would save us a few bucks. Is this possible?

Also, side question...Disney transportation is available to everyone, correct? Even if you aren't staying on-site?

It's safe at night, well lit. The walkways are fairly close to traffic but the pedestrian bridges are now open so you don't have to cross traffic.
 
If you take a bus to Saratoga Springs in order to walk to Disney Springs, be sure to get off at the Congress Park bus stop, as that is the area of the resort closest to the pedestrian walkway to Disney Springs.
 

Thank you so much for the great replies! Especially about the Congress Park bus stop. It probably wouldn't have even occurred to me that there would be more than one stop at Saratoga. :) Now, let's just hope we're not so worn out by our late night that we can't make the walk back to the hotel.
