I don't think it would be likely for them to do it, but I think technically they could. I would compare it to a welcome home stay.
There is nothing in the contracts that I have seen about getting a welcome home stay, but for new members they can/will pull inventory from the undeclared cash side to secure a new sale. So I think if they really wished to they could do something like fill a waitlist or pull a room from cash for a member booking over the phone. But I don't know why they would. The
DVC resorts are already set up to have members use 100% of their points every year. If points expire then they win anyways.
And other than undeclared inventory I don't think it would be easy or it may not even work at all. It would be like them booking a room with points own over 2% at a resort or with those they got from member cruise swaps, then letting another member book that room from them, so they could use their points at a different resort to sell a cash stay? Seems convoluted and complicated, when the member could have just booked that same room from the start really...
