When we were at HS recently, we found Disney-posted wait times to be inflated but it's still also true that the park doesn't have enough to absorb the amount of people in attendance. We tested out a couple of different plans over the course of two days. First day, we got there well before park opening and joined the line toward the left waiting for security to open. Once through security, we veered all the way to the right so we were closer to TS. When the park officially opened, we were first on SDD. Then we did TSM and Swirling Saucers with almost no wait. By the time we got to RnRC, the actual wait was about 40 minutes (posted 60) but that was fine because our RoTR boarding group hadn't been called yet. By the time we got off, it was time for RoTR so we did that, then Star Tours a couple of times before lunch (less than 15 minute actual wait). After lunch, it was really busy so we mostly walked around and shopped until it was time for our Oga's and Droid Depot appointments (for families who need an afternoon break, this would have been a good time for that). We did also do Smuggler's Run in the afternoon which was our longest wait, probably close to 50 minutes. Then ToT and Runaway Railway lines were better by 4:30pm-ish so we did those with an actual wait of about 25-30 minutes each. Dinner, then another ride on SDD right at the end of the night. It worked great. On the second day, we did RnRC and ToT first then waited to do Toy Story Land stuff until after dinner. That worked too. The biggest key for us was to get there super early, rope drop one big area first (Sunset Blvd or Toy Story Land), be prepared for maybe 1-2 longer waits for the rest of the morning, spend the afternoon doing easy stuff, then hit the rides again starting at around 4:30pm.
