Wagons at Disney

I thought wagons and wagon strollers were banned at Disney but during our trip last week I saw >10 wagons in the parks- both keen and wonderfold. Was there a policy change anyone knows about?

Wagons can be approved for medical needs.

I just got back and also shocked by the number of wagons and not one of them had the medical tag that is supposed to be put on them, just like the stroller as a wheelchair.

Also saw selfie sticks, not sure how they got through the new security.
