Do you mean Vancouver Island? Or Vancouver (the city?).

Are you on the re-positioning cruise that stops in Victoria? If you look up your cruise on the DCL site, and click on the itinerary map, you'll get a window showing port stops and times.

The August 2016 cruise from Van to San Diego via Victoria is no longer listed on the DCL website (sold out I guess?) but the Sept 2017 cruise is on there and the times for Victoria are 7am to 3pm.

We did this cruise September 2015 but didn't get off in Victoria because we're from BC and have been to Victoria numerous times, so unfortunately I can't confirm it was 7-3 while we were there.

I will be on the Aug Vancouver to San Diego cruise, and the cruise docs I got in the mail say that Victoria is 8:15 am to 3:00 pm
