Using a TS credit for CS

I know in the past they offered an exchange of a CS + 2 Snacks in exchange for a TS meal. I know they aren't doing that anymore. My question is - do they still allow you to use a TS credit for a meal at a CS? I plan on making ADR's for all TS - but if we choose to ditch it during that same day can we use it for CS if we need to (without additional compensation - the 2 snacks, etc)

last year they didn't give anything other than a cs for the ts but it wasn't a problem to do that at all.

Okay good.....we decided not to book the bounce back free dining for this year last September because we weren't really sure if we wanted it if it was free even (or honestly if we would go this September). Now that we are considering going we would like free dining if it's the best deal (and it is offered) - but I don't want to be tied to ADR's completely. We would probably use most TS for TS (and we would make ADR's)- but if we couldn't I would still want to eat (oh and not pay OOP)

Does anyone know with reasonable certainty that they will do this? ( I know the policy could change at any time ) Can you just tell the CM at the CS restaurant you want to use TS credits??? I thought I read that guest services or concierge had to change the credits

Good question - anyone know if you can do it right at the counter service restaurant?
