does it matter what month your home resort occurs?

what is the advantages of getting one month over another

Use Year is when your points will be renewed each year. It also determines the banking deadline for your points.

The only other aspect of Use Year is if you should cancel a reservation- it could affect your ability to use or lose those points.

If you cancel a May reservation less than 30 days ahead and have a June Use Year, you will have to use those points by May 31 or lose them. They cannot be banked. If you will not likely cancel reservations, Use Year is simply when your points will be renewed each year.

I never thought there was a bad month to have as a use year, but in trying to plan a trip to the Caribbean in Jan or Feb, our March use year seems to be a huge impediment. Apparently you can't book an II exchange in the last two months of your use year, so we appear out of luck. Or are we missing something?
 
There is nothing to prevent an II exchange in your last 60 days.

We cannot book a non-DVC option reservation for the last 60 days during the last 60 days, but as long as the reservation is made 61 days or more ahead, there is no problem. The reason for the rule is that DVC must be able to rent those points to pay for the non-DVC option. Within 60 days, all unreserved DVC rooms are available for Disney cash reservations.

It is my understanding that you can make a World Passport reservation during the last 60 days however- it is an exception to that rule.
