I believe it is something you have to do in person. Is it a ticket you already have or is it part of a package you are buying? If it is a MYW Package I've heard that the AP isn't included in the package & requires an upgrade be done on the last day of the package or after checkout. If you are trying to upgrade a ticket you have already it needs to be done at the parks. You can't upgrade an existing ticket over the phone.
If it is a part of your package you may be able to change them if you booked through Disney. But as I said before I don't think the AP is an option with the MYW packages. So if you booked directly through Disney I would give them a call to find out for sure.
I did this in August. One morning we went to Guest Relations and they upgraded it, we paid the difference between a 7day park hopper and an AP. the pas is retro dated to the first day you used the ticket.
