When are DVC points for reservations in 2027 available?

Im not sure what you mean? I have reservations for 2027 booked already. You can book 11 months in advance with your home resort.

You can book any trip 11 months in advance. The points you can use to book is based on the UY of the trip.

So, anyone can book trips in January and up to Feb 20rh 2027 now since the 11 month window has opened.

It depends on the home resorts of the points. There is an 11/7 window. For instance, I own at OKW, I can reserve an OKW room 11 months out, so I can book OKW through 02.20.2027. I can book all other resorts through October 20, 2026.
