Upgrade to PAP, then renew or ??

Our AP's expire during our next trip to WDW. We would like to upgrade to PAP's. I am not clear if it would be cheaper to upgrade our passes before they expire (we arrive a couple of days in advance) then renew them as PAP's or if we can/should upgrade and renew at the same time.

If there was any delay between expiration and our trip I would just buy new, but NOOO so I have to deal with this odd situation!

Also, is there any problem in downgrading next year if we decide to step back down to simple AP's?

The only answer I know is that if you have already purchased PAPs you will not be able to downgrade to an AP - I don't know if you mean downgrading when it's time to renew next year though.

Do not upgrade them to PAP's before they expire!! You will be charged the entire price difference between the AP & PAP (over $120) and only have use of it for a few days until your original expiration date comes. Then you'd have to fork over the entire PAP amount ($495.25) to renew it for the next year.

Just take your AP to a Guest Relations window and tell them you want to renew it for the upcoming year as a PAP. You will get the PAP renewal price doing this. The new PAP will not start until the day after your original AP expires.

Also, is there any problem in downgrading next year if we decide to step back down to simple AP's?

No problem at all. When you are renewing, you can go either up or down and get the renewal price.
