You can do it at any time while your seasonal pass is valid at a ticket counter or guest relations at any of the parks. The cost will be the difference between the cost of a FL resident annual pass and a seasonal pass. Right now that's $127.80 (including tax) for an adult. That cost will not be prorated and will not change the expiration date of your seasonal pass, so obviously it makes more sense financially to do it sooner rather than later... especially since the annual pass includes free parking and the seasonal pass does not. If you come for the day or don't stay onsite when you come then you can easily make up the difference in cost in parking savings alone.

you first have to do a cost analysis. I personally won't go in summer so the Season (date-wise) is fine for me. The parking pricing, i estimated as having to travel 8 times, or rather "pay" for parking 8 times before the AP makes it worthwhile. however, I jsut visited WDW and managed to snag a location with free parking, so I just came out slightly ahead..

woot!!!

I am with those who think SPs are best, but as the OP stated that they want to visit during Blackout in summer, the upgrade makes sense. However, depending on when the SPs expire, it may be best to wait.

You will pay the difference between the current gate price of the SP and the current gate price of the Florida Resident AP (plus the tax on the difference). It can be done at any park (including water park or TTC) ticket window or any Guest Relations Office (including DTD). The expiration date will not change. And if you had to pay for parking that day, bring your parking receipt with you and they can credit the daily parking fee to the upgrade.
