UPDATED Post 15: Ebay, Paypal, Credit Card ?? HELP Quick!!!

I just bought something from someone on ebay who only has 2 feedbacks and it is VERY obvious that she has NO IDEA what she is doing :rolleyes: (long story). Her auction has the PayPal logo (and even the "this seller PREFERS paypal". . ) that CLEARLY shows she accepts PayPal with credit cards. I will ONLY bid on items that I can pay with PayPal credit card for my own protection and convenience. Especially with a seller this flaky already.

Now she has denied the payment and sent me an email stating that she doesn't accept credit card. I know I read here somewhere that if you take PayPal you HAVE to accept credit card. I can't find any reference to that on Ebay.

Can someone point me to where to find the "rule" so I can back up my statement when I respond to her?

If she continues to refuse my credit card payment what options do I have to cancel the transaction? (don't suggest other forms of payment--I won't do it.)

Check Paypal for the rules about accepting credit cards. I believe that is where the rule came from, not from ebay. In the meantime, I'll see if I can find the reference.
 
You don't have to accept credit cards if you accept paypal, but sellers aren't supposed to have their logo with the credit cards listed in their listing if they don't. They should also state in their auction that they don't take credit cards through paypal.

I'd heard that they VERY recently changed that, if you take Paypay you HAVE to take CC's. Sorry OP, I don't have the referance either!

Good luck! Hopefully this is just the case of a newbie having to learn the e-bay ropes the hard way, and not someone that's just being a jerk.

That is not true. The rules changed in August. If you state that you accept Paypal, you must accept ALL FORMS of Paypal, whether or not you use the credit card logo. I'm surprised at how many sellers aren't aware of this.

Now how do I cancel the auction if she insists on not taking my payment? I only have 10 feedbacks (been using dh's account for years) and would like to maintain a "clean" record.
 
Personally I think you have every right to tell her that Ebay's rules state that if you accept Paypal that you must accept payment via credit card, so therefore she can't require you to pay by another method. You don't have to be mean about it, but simply explain to her that because of the way it was listed, you do have the right to pay with a credit card.

I understand that she's new, however it was her responsibility to read the rules when she signed up to sell on ebay. You're in the right here.

Go to the following eBay page:

Click the Show link in the Additional Information Bar. The page will expand.

Then click the report the seller link. A new page will open. Fill ou the form with all pertinaent info.

This is what I was looking for now and couldn't find.

I sincerely hope she will decide to accept my payment, but the item isn't something I am dying to have so would rather cancel the transaction if she won't. I probably won't report her if she takes care of it nicely. She truly seems to be totally clueless about how ebay works, and from the contact I have had so far, I am not even sure she completely understands English (but is located in the US).

I will let you know what happens. I suspect she is even more panicked than I am right now!

I just really want to keep my record clean. It is hard enough to buy and sell on ebay these days with only a few feedbacks. I am trying very hard to build it.

Hmmm, thanks for the info, when I started selling that wasn't the case. missed the change. I've always accepted credit cards so that's probably why I hadn't heard that. Sorry for the wrong info, OP.
 
If the seller advertised acceptance of PayPal but refuses to accept it, you may choose to not pay using other methods and let the transaction die by itself. The seller won't be able to put a strike against you as a non-paying bidder.

It is up to the seller to start cancelling the auction and with your cooperation and with the reason of "mutual agreement to cancel" and then receive a refund of the final value fee part of the eBay commission.

Sellers refuse Paypal credit payments for two reasons,
(1) They are afraid of charge backs, possibly fraudulent,
(2) They don't want to pay the credit card commission.

If you do any significant business with PayPal you must convert to a premier (personal) or business (commercial) account and will then pay the commission whether or not the payment to you is via a credit card.

PayPal seller protection is no different (and no better) with a non-credit card PayPal payment.

If the seller gives you negative feedback for not paying you can rebut with "Seller advertised PayPal but refused to accept it". Because PayPal is owned by eBay and has the credit card policies mentioned above you can also apply for removal of such negative feedback. Negative feedback is not always a strike against you.

Also even if the seller took your money and shipped nothing, PayPal can suspend you for disputing the charge on your credit card and the credit card company is not guaranteed to side with you.

I think it is all okay now. She emailed and apologied for denying the payment and said that since she is new, she had no idea about the rules, and would upgrade her account. I had to resubmit the payment (ticked me off because I used the 10% off paypal code originally and couldn't use it again--basically wasting a code--used the $5 off code instead and only lost 20cents)

She was very apologetic, so I am hoping that everything goes okay. She wasn't really thrilled to be selling to me at the price I paid anyway.

It is a lot of girls dresses that she had up with a Reserve. My bid was highest at $52, but didn't meet her reserve. She relisted (again with a reserve) and only got up to $23! Her dresses were not anything special and I doubt that she could get more than I bid. Don't know what her reserve was, but it was obviously not going to happen! I emailed her through ebay and offered to honor my original high bid of $52 if she wanted to do a buy it now or relist with no reserve and $52 starting bid. She took me up on it and relisted--but forgot to change the starting bid. Now it was listed starting at .99 and no reserve! I emailed her immediately and told her in ALL CAPS she needed to fix it immediately (I am so nice!) or it was possible that they would be won for much less than what I told her I would pay. She ended the auction early (don't know why) and went ahead and invoiced me.

So many newbie mistakes. . . I hope she learns from this!

Can you please post a link as to where this information is stated?? I'm in the middle of a dispute with PayPal for an item that was damaged and not as described when I received it. Of course the seller is not responding and PayPal is dragging their behind. I'm in the process of filing a charge back with my CC company. Not trying to hijack the thread......sorry to the OP.
 
If it were me, I'd file for a chargeback with my cc company. Paypal will drag out a dispute for months. File a chargeback and your cc company will get your money back much faster. I really dislike how Paypal handles disputes - but, have to admit I use it every once in a while;)
 
I just read the User Agreement Update of November 2005.

To me it looks like your Paypal account "could be" suspended if you file a chargeback while you have a dispute with Paypal. I'm going to call Paypal tomorrow. Tomorrow is 3 weeks since I filed the dispute. Way past the 10 day leeway for the seller to respond to PayPal. I'm sure the seller wiped out their Paypal account and that is part of the holdup.
