Last week, I was able to purchase two $35 ATT prepaid gift cards from Target, getting 10% off one of them and also getting a $10 Target Circle bonus for spending $35.
Usually, Target offers the buy one and get 10% off ATT (which really only comes out to 5% off) once every month or two. But they also offer $5 off a $50 ATT gift card around every 2 months, which is actually better since that is 10% off (besides the 5% redcard discount). That offer last was on April 28, so they probably will have that offer again at the end of June if you can wait that long.
For reference (taken from gcgalore), here are the dates in the past (before April 28) that target offered the $5 off $50 on prepaid phone cards:

So as you can see, it will probably be coming back again towards the end of June.
The other thing to be careful of is some stores charge sales tax on prepaid phone cards. Target does not, but I have had that issue with Dollar General and Kroger in the past.
