That might be because of a Coast Guard inspection. When one happens, they can’t have anyone onboard except employees. Unless something goes wrong during the inspection, the only guests impacted would be the B2B guests. In your case however, everyone was impacted since they started boarding around 30 minutes late.
Hello, you mention that when you disembarked the first cruise, you took the yellow card provided with the letter explaining the process along with your passports and the port arrival form for the second cruise. Did they provide you with special port arrival form or is this the port arrival form that you printed out when you did your online check-in 30 days before the cruise? Since people doing back-to-back cruises are the first people allowed back on the cruise, does it matter what PAT time you get when you do your online check-in for the 2nd cruise or do they hold you to the PAT time as it is listed on your Port Arrival Form? Just trying to figure out if I need to get up at Midnight to get the earliest PAT time I can for the 2nd cruise or if that is unnecessary. Thank you.
You should print the forms for your second cruise. You'll be required to select a port arrival time when you check in for the second cruise online, but the actual time that you select doesn't matter. As a courtesy to other guests, it might be best to choose a later time.
For the second leg, you can disregard the PAT entirely - you’re at the port already - and simply follow the procedure provided on the last day of the first leg to get back onboard.

You're supposed to print your port arrival forms before you travel and then bring them with you to the port. You can also get the QR codes digitally, but I don't trust my phone to work when I need it to.
No, you have to wait until the normal check in date for the second cruise, 30 days prior to sailing date. Don’t worry about the port arrival time or boarding number, so you can wait until the morning rather than having to play the midnight check in lottery.
Yes, it's all complimentary until the other passengers start boarding. They usually have some food, too.

That a head server fail. On all our B2B, the head server came around on the last night of the first leg to ask if we wished to keep our serving team or get a new one. Table numbers and serving teams get moved around between cruises, so keeping the same table number is not a guarantee that you’ll keep the same team.
That’s been our experience as well. On our most recent B2B, on the Wish in January, we requested and kept our serving team, but we had a different head server for the second cruise. Apparently, they also get rotated on occasion.
The head server did come around and ask, but it still got messed up. We did end up with the same table number (they even told us we would but maybe that’s was just a coincidence). Either way, if you want the same team just double check when you get back on.
B2B for the first time. We haven't told our daughter 
and don't plan to until we're aboard. Now I know the head server stopping by may be how she finds out unless we intercede.
