We had trouble with this, although I didn't think to have it overridden by a CM. Our trouble was at HS- I had made ToT FP for the entire family. DH and DS didn't want to ride (well, DS didn't and DH stayed with him)- even after using the other ones (TSMM and Star Tours), I was unable to get a RnRC or Great Movie ride for my DH because he hadn't used that ToT, even though it was way past the ToT window of expiration.
As far as Epcot, we were there 3 days a couple weeks ago. Only one very slow day was I able to get a TT FP+ as a 4th FP, and it was for the evening hours (Touring Plans called that day a 1 after the fact). We did Nemo, Spaceship Earth and Frozen and I was able to get the TT after that. But that wasn't possible on any of the other days we were there.
