if 2 fastpasses go unused for Epcot then I ride test track for my 3rd fast pass, can I make a 4th fastpasses for test track or another tier 1? Getting to Epcot late so I won't have time to burn my other 2 so I was going to make them in the am and let them expire.

We had some issues with that last year (didn't really test it out on our trip this year). We had skipped a FP+ earlier in the day because we got sidetracked, and after using our other two, we went to a kiosk to make a new one. We had to have a CM clear out the earlier FP+ before we could make more. But on another day that trip, we were able to do it with no issues. So it may be hit or miss, and it may have been fixed by now too. Basically, yes, you can make another if your FP+ expires, since that is considered "used." But, it may require CM override if the tech wants to get glitchy.

Unfortunately, I have not been able to do that. We tried this with my wife skipping one ride on Space at MK, then we all tried to get a 2nd FP for Buzz Lightyear (which we had already used FP for earlier). It said that she could not get another Buzz because it was one of her original three, and it was still counting her in the original three even though one expired. But we were able to get Buzz because it was counting us as on our 4th.

That's what I was talking about sometimes having issues with the system. We were able to get the CM that was assisting with the kiosks to go in and override it so that we could make another FP+.

Yes.

HOWEVER...
There is very little chance that you can book another "hard to get" Tier 1 at Epcot if you "get to Epcot late."

I'm kind of surprised by that. At the MK there aren't tiering issues so couldn't she have just changed the Buzz FP to another time?

Yeah. Its one of those things where it's 100% chance I won't if i have to use 2 other FPs. So its worth a shot

The new FP+ system now allows you to make 1, 2 or 3 FP's at 1 park. You no longer have to take 3 FP's. The system also gives you the ability to cancel any FP that you have already made freeing up any problems you could encounter making a 4th at the same or different park. Enjoy your trip!

This is what I don't understand about your question:
I don't see the difference in "not using a FP" and "letting a FP expire."
That is the same thing, and would take the same amount of time.

You should "cancel" your unwanted FPs.

Unless thing have changed, i can't make a 2nd FP for a ride unless i use 3 FPs. At least it hasn't in the past

But, your original question doesn't address this situation.
You asked about letting 2 FPs expire, then riding only the 3rd FP attraction.

Regardless, if you don't intend to USE the first 2 FP you booked, you should just cancel them.

Why don't you just only make 1 FP for the ride you wish? You aren't required to make 3 anymore, so just make 1 and then go from there after you arrive.

If the only FP booked and used was a "Tier 1" FP, likely that would not allow the booking of another "Tier 1" FP.

I don't think you understand what I am wanting to do. If I want the possibility to ride TT twice using FP's I cant just book 1 FP for TT and then use it and book another for TT

You can after you use 3 FP's. My question is if I let 2 expire, does that count as "used"

Yes.
BUT...

As I've said before, if you wait for the first 2 FP of the day to expire, and then use your 3rd FP to ride TT, it will then be late enough in the day that it may not be possible to get a another TT FP.

There's no difference in TIME letting the first 2 FPs expire or in using them.

If you don't want to use the 2 "Tier 2" FPs, you should CANCEL them on that day before you use your "Tier 1" TT FP.

I already answered yes, but it may require CM assistance to override the system.

Technically you could- but we go in times that are not overly crowded and even with setting our 1st FP+ to start at park opening and moving up the other 2 once we have used that one to get to the kiosks as fast as possible in the morning hours we have never once found another Tier 1 available for anything.

make sure you get your TT FP as son as you can right now at 11:07 ( so if the park opened at 9 ) you have your first FP for 9-10 second one from 10-11 and 3 from 11-12 you could get in line a few minutes before11 and maybe be off the ride by now and for today there is at lest 1 FP for 2;40, 3;45, 5 5;35 6;35 8;10 pm so it is posable to get another FP ( I think FW are moving more people to the world show case and it is a little slower ( crowds are at 5 today so this may help)

if you can not get a FP single rider line helps also if you have more then one person try splitting up and having your times over lap. so if there are 4 2 people could do 5 and 2 people do 5;35 then you would have to ride between 5 and 5;35

Sorry. I wasn't around to see this thread yesterday. But here is an explanation: we had all already used Buzz for one of our first three. Then she skipped one of her first three while the rest of us used all three. So when we all wanted Buzz again, it didn't let her - not because of tiering - but because you can't use any ride twice in your first three. Hope that helps...
