Universal Touring Question

When touring both Universal parks in one day...would it better to just make a circle around each park and wait in the line for the rides as we hit them so we don't walk as much OR is it better to run to something like Kong first and then hit Harry Potter and continue then make more of a loop depending on line times? Thanks!

Have a look at the touring plan I suggested in the other thread close by. Without express pass, you'd definitely either want to rope drop and go straight to Kong (if that's a ride you want to do ) and then follow from there.
