United boarding for families

Doesn't United have seat assignments? Why not let the families who have to put in car seats and the like in first? It's understandable on Southwest to make them wait for boarding group 1, because it is first come, first serve for seating.

It is an erosion of benefits for elite members. I personally think families with very young children should be boarded last.

My main issue is that it's almost certain that the age limit (2 and younger) is not going to be enforced and there will be mobs boarding first.
