I think that in a place like WDW where people park cars a fairly far walk from where they are spending their time, the only way you are going to get them to move them off the chargers timely is by $$ penalty. Leave it plugged in for more than 1 hour after the stop notice, and a penalty fee should start kicking in @ 3X the cost of actual charging. Some people would just happily pay it, of course, but overall I think it would help.
I would think that at day-trip destinations, and also golf courses and such, valet charging would be a popular option, but I haven't heard that discussed much.
