Travel Insurance....please help me!

I really need the advice of all the travel experts on these boards.

Here's the situation:

My DH & I are in the process of adoption. The birthmother, who lives in Wisconsin, will be delivering in Utah. This is because adoption laws are significantly better in Utah.

She'll be taking her children with her.

We are responsible for buying her round-trip tickets, but there's a chance she won't be getting onto the plane (our facilitator explained that there's always a chance that the moms can change their mind at the last minute).

With that in mind, does anyone know of any type of insurance I can buy? The tickets for all parties will cost around $2000.00, more or less. If she decides not to go to Utah, I'd like to know that I can get at least some of this money back. Mostly because this whole adoption has cost us many thousands more than we had.

When we discussed our situation with the airlines (Delta, United, Northwest), they flatly refused to reimburse any of the costs (which, quite frankly, I expected them to say).

I'm hoping that one of you will be able to give me some advice :confused3 :confused3 Or, do any of you know of a reputable travel insurance agency?

I have never heard of Travel Insurance that would cover this type of situation (i.e., I just changed my mind) How much more would it cost to buy fully refundable tickets? If they don't fly on them you can get a refund.

Travel insurance policies specifically list the causes they will pay for. Sickness, death in the family, etc. Just changing your mind usually isn't one of them. You would probably have to sue her for breach of contract to get the money back.
 
I would look at the cost of refundable airline tickets. I don't think insurance will work for your situation.
