Do the tiers on the CP dining package put you at different seating areas? I assume the more expensive package puts you closer to the stage. Right?

Nope, wrong. The tier is for the caliber of restaurant. The more expensive the dining, the higher the tier. The seating for CP is first come first serve based on priority seating getting in first, then the stand-by people.
