No, you can't.
On my last few trips, I have been consistently asked to show my AP in the app, so the cast member can see that it is active, and the expiration date, before applying the discount. Also an ID.
The one thing you can do before activation is to book park reservations, and book an AP discount at a resort, but then you have to activate it on arrival for that trip.
