They are, added in the last year or so. I believe they are meant for use by KRR riders. I think the OP's question was likely about the older ones near each park's entrance.
Maybe. We've used them the last two years. They are probably supposed to be used to store your stuff while you're on Kali River Rapids. They have a certain amount of time you can use them for free--maybe 3 hours? But I think you can store it longer for a charge. They're right by the ride exit.

They were installed for the convenience of Kali riders, to keep items dry while riding the drenching attraction.
That's not to say that anyone couldn't use them otherwise, but they are specifically installed where they are for the purpose of Kali.

If my memory serves, they have smaller size and larger sized options. I don't think the larger ones would hold a full size suitcase, or things of that size.

"Luggage lockers" are a totally different category than the ones inside the theme park gates.

The Epcot luggage lockers are at the front entrance, behind the bus information booth. These are coin operated and require 4 quarters each time they're used.
The dimensions are: 23"H x 16"W x 29" Deep.

I think a question would be "why does that member of your party need to have luggage on the last day?" If she is staying at a Disney resort, she can just leave the luggage at that resort until she leaves as she is a member of that resort until midnight of the day she checks out. If she's staying offsite, she should be able to leave the luggage at that resort even with a fee of some sort. And if she is staying offsite, I would hope she has her own transportation to get to and from the parks so she could leave the luggage in the car.
More details would help with this situation as she's not going to be able to store her luggage at a Disney park and she can't wheel it in with her.
Unfortunately the typical lockers won't be large enough for luggage. Not to mention, I would hate to be the one behind your friend in the bag check line! Unless you plan on using the luggage lockers at Epcot, you need to think of another way to handle your friend's luggage.
