Yes you "can" do this but even with the view issue you have, I wouldn't. (Actually, I think they only do this when the rooms are full on the 7th floor or if you want a smoking room but I could be wrong. 7th floor is non smoking.)
See, the balconies on the 7th floor have some of the best views you can ask for. They are a bit more pivate than the other floors but standing up you won't get a better view.
For me, with a young child, it is also safer as the balcony is closed in.
I feel that for the view issue you would miss out on many of the perks that concierge offers. You would also get tired of having to go to the elevator each time to go to the 7th floor then back to your room.
I really enjoy just walking down the hall and being there whether is be for a chat or help from the concierge CMs (who are wonderfull if I may say so....) or to get some snacks. You kinda feel like the whole 7th floor is yours with the keycard access too. It's wierd and I don't know how to explain it.
I also just stayed at the Polynesian in concierge this past May and I can tell you for fact that they were not as good as the CMs at WL.
