the new package handling fee...strollers?

Does anyone know if the new handling fee applies to strollers delivered through one of the rental services? My gut says yes, but I'm hoping no....

I don't see them charging for the featured stroller providers (or whatever they are called) who are the only ones permitted to leave strollers in bell services for guest pick up. The other stroller providers have to meet you to drop off or pick up so there is nothing for Disney to charge

My understanding is that stuff. Dropped with Bell Services is not subject to a fee. Amazon deliveries would be a fee, generally, because they come through package sort.
