So it could very well be that they're only "selling" x% of their rooms at this time. I'm pretty sure that they also have ways of tracking demand (i.e., when you request a room and are told it's not available but there are still empty rooms because of this hold-back) so that they can plan staffing. The last thing they want it union employees (housekeepers, for example) for 100% capacity sitting around when the hotel is only x% booked. Their wages, benefits, etc., are far more costly to Disney than lost revenue from a handful of rooms.
Best advice: keep trying back. Maybe you can skew the demand factor and they'll release more rooms!
