Can anyone give me an estimate of the cost for this trip? Also do taxis have child seats? Any other suggestions for making this trip would be appreciated. Finally, what would be the fastest route by bus?

I don't know anything about child seats, but I would guess from POP to Boardwalk would cost from $10-$15. I'm sure others will have more info for you.
It would be easier to get to the Boardwalk area from either Epcot or the Disney Studios. You can exit Epcot at the International Gateway which is near the United Kingdom. It is maybe a 10 minute walk to the Boardwalk from there. From both the International Gateway and the Disney Studios you can also take the Friendship boats. They run all day between the two parks stopping along the way at the Beach/Yacht clubs, Boardwalk, and Swan/Dolphin. Slow but a nice relaxing ride.
You can also walk to the Boardwalk from the Studios in about 15-20 minutes, but with a small child you may not want to do this.

If you take the bus to Epcot in order to walk to Bwalk from the IG, keep in mind you're adding in another 10-15 minutes just to walk THROUGH Epcot.

Most direct would be to take the bus to MGM and then the boat to the *first* stop, which is the Swan and Dolphin. Hang a left at the end of the boat ramp and another left over the bridge... It's about three minutes' walk from S/D to the Bwalk area total.

My other suggestion would be to take the bus to DTD and then bus to BW resort.

snowy76 is correct that it is a long walk from the main entrance of Epcot to the International Gateway. What I should have advised is to plan to be at either Epcot or the Studios the day you want to go to the Boardwalk area.
I never recommend anyone trying to get from one resort to another unless they plan on being in the closest theme park for that part of the day.
